Any time I try to wear sandals I wind up with gravel under my feet.
I do wear chunky hiking shoes with a utility kilt or occasionally with a casual tartan kilt. Although not quite as tall as combat-style boots, I think the chunkiness, with thick socks, balances the look. It's almost as high as combat boots with kilt socks scrunched down, which I personally don't care for as it looks like my garters collapsed and I failed to notice.

Depends on the circumstance. I'm a socks up, always kind of Bloke but when kilting in Turkey a couple of years ago in 38°c (100°f) I bottled it and wore (not white) short socks, brown leather trainers and a T shirt. I still melted away into the gutter. but I would have done that whatever I was wearing.
I am with Chas on this in some respects though and for anyone who has any remaining doubt.

That's not a good look even with shorts! It never seems to get that hot in the Highlands so I always wear hose and flashes. The boots and scrunched down hose look is generally what the Tartan Army wear and I have no problem with that. Short socks and normal shoes would look too school girlish to my eyes.

I don't wear open sandals. For some reason they bug me. If I did never with socks of course. So summer shoes is normally boots with the kilt socks pushed down. I have started to use the shorter standard "crew" sock in one particular way. In the first picture and the smaller one just after it I have kilt socks pushed down to the top of my 10" boot as I have normally done.

The next picture pair is the same as above except the kilt socks have been replaced with crew socks. They stick up above the boot about the same as the pushed down kilt socks. The socks are black to match the boot. I do similar with brown and brown boots. This would only work with the taller 10" boot.

Not much difference in looks for casual wear. I also have more black crew socks then black kilt socks.
