    Yes, those wellies with a rain cape and a waterproof brimmed hat and it can rain all it wants.

    High-quality cowboy hats will withstand rain- they maintain their shape and the water sheds off. I also have a tweed hat that's lined with Gore-Tex which is completely waterproof.

    For the body, the Scottish rain cape is the best thing I've found. The over-cape allows things you carry to stay dry too.

    Richard, when you mention the hats, I also take Tilley's advice and once or twice a year I treat mine with Scotchgard (no pun intended, but still enjoyed) and it really helps that situation too.

    I live out in the country, and almost everybody has a pair of either Muck or Bogs boots. Looks like they would go great with a kilt.
