What I am about to ask may be a stupid question, if so, please forgive the newbie. But does pleating to the stripe have to be white, or can it be any color in the tartan?

Pleating to the stripe simply means that each pleat shows exactly the same part of the tartan. On the first page of this post, you'll see one kilt pleated to a light blue stripe and one (the Isle of Skye) pleated to a solid color brown element in the tartan. If you follow the link in the post by Efer (page 4 of this thread), you'll see a kilt pleated to a red stripe.

It can be to the stripe of your choice. Pin it and try so you get an idea of what it will look like.

Yeah, that confused me too at first... I thought pleated to the stripe meant, "pleated to a stripe in the tartan" and not "pleated to the same portion of tartan to create stripes" Seeing various examples of it pleated to something other than an actual stripe has started to change my opinion of pleating to the stripe.
