I've not ridden kilted, but would consider it. My Ryan Vanguard's seat is far enough from the spokes and from the ground that the problems you fear aren't an issue. I'm more worried about the sides getting fouled in my handlebars.
Tucking the lower edge of the kilt under one's legs on a motorcycle seems to work for some. However, on a bicycle, with the legs moving, keeping that edge tucked can be a bit more challenging.
