There are many Texans here. For making a kilt, there is Barb Tewksbury's Book as well as a great set of directions for making an X-Kilt on the D.I.Y. forum written by Alan H.
Good 13 oz wool tartan fabric is around $70.00 per yard 54 - 60" width. The amount you need varies with the girth or hips, which ever is larger, of the kiltee, and the sett of the tartan, as well as the method of pleating of the kilt.
Making your own kilt is very rewarding.

Slainte mhath, Cathal! Living near Dallas, you'll have plenty of opportunities to wear your kilt. Good luck on the $300 range limit, lad. Just remember to have them make it for a waist that's 2 inches bigger so that you can wear it into your 30's.
