    If the pieces of fur are about an inch square then it reminds me of something a neighbour used to wear. 'The Captain' was a very nice ex military man who had retired and lived around the corner from me. He was a piper (I forget which regiment) and sometimes wore his fully formal rig with plaid when going to the balls.
    He had something that looked similar to a bolo with fur on the ends which he used for tying off the plaid on the shoulder.


    If not that, I have no idea whatsoever.

    It sort of reminds me of military hat cords that were looped around the brim of a hat (you can google them) perhaps the most familiar ones were on U.S. Cavalry units in the 19th century.
