So that there is no doubt, I support and would heartily endorse the more specific suggestion made by Brian, and seconded by Simon, Peter, Ron, and xman ... (apostles all). 
It doesn't matter to me if there are multiple forums exempt from Rule #12 or a single such forum with a generic name, though the former would provide more flexibility going forward.
If others have different ideas, I would like to read those, too. Hint, hint.

I guess if it is still required, I would agree with Brian on allowing exceptions to certain forums for normal expression or conversation.
I am continually impressed to see grown people "report" to the moderator instead of just ignoring or deleting the thread. Kinda like telling on the neighbor child doing something in his home when what they are doing in no way effect what you are doing in your home... Just to get into others business.
To a certain extent....grow up and mind you own. Live and let live.

A few years ago I posted a link to an article about two women raised in Arizona who had decided to start wearing the type of clothing their grandmothers had worn. I saw a parallel to members of the diaspora adopting the kilt later in life to get in touch with their roots. It was initially banished to the timeout corner without warning as a possible Rule #5 and #12 violation and then disappeared entirely without explanation. It was clearly a Rule #12 violation since it had nothing to do with kilts but I don’t see how it could be a Rule #5 violation since I was simply reporting historical facts, with a source no less. Rule #12 seems like a handy way to get rid of posts that are riling up some folks even if no other rule is being broken. I am not sure exempting the miscellaneous forum from Rule #12 is a good idea.
Edit: This was not meant to be a criticism of the current ownership. The issue occurred before the current ownership took over. The current ownership has assured me Rule #12 in not meant to be a catchall. Upon rereading the description of the Miscellaneous forum I realized all divisive topics are excluded.

Regardless of the status of Rule #12, Rule #2 will always take precedence in ALL areas of the forum, as will Rule #5.

That isn't always easy if you're participating in a thread as the OP (or a member) and it's getting derailed. If I'm trying to get an answer to a serious question and a troll makes an unkind comment, then I can't see how reporting it to the mods is childish. In any organized meeting following Robert's Rule (or even Bob's Rule), there is opportunity to call "point of order." That privilege extends to any member, and for the large part, "points of order" are called on legitimate rule violations, which really do take away from the overall positive ambiance of this site.

Ok, point taken on the "point of order" when the OP is being taken down a new path. I will accept that the Mod is a good place to go when the thread has been totally derailed. But, I don't think that was what I was referring to. I was speaking generally and not necessarily to a specific thread.
I would still like to see a place where conversation can exist outside of kilts and kilts alone.
