Yes I have seen the young men in their black kilts - but I have yet to see the tartans. There does seem to be a slight lack of acceptance of the proliferation of tartans which has happened over the last years.
Amongst the folk dancers I see each year there are always a few tartan kilts, but there is a good sprinkling of black ones. The black kilt seems to be accepted as fairly universal.

The Cornish are quite rebellious, perhaps they see the tartan as too mainstream? I think the Cornish tartan is quite beautiful.
