    It's probably because they have a much higher "rise" than civilian kilts, and the lower strap on an Army kilt is more or less where the upper strap is on a low-rise civilian kilt.
    Richard, I'm not sure I'm understanding this properly. The upper strap on a low-rise civilian kilt is at the waist. So, you're saying that the lower strap of an Army kilt is at the waist?

    And, to me, it looks like the fellow on the left in the second photo has a high kilt pin or some such rather than a strap.
