It's not scratchy, it feels more like a very thick cotton. If it's for a shawl and she wants more of a soft feel to it, wash it with fabric softener to take the teflon coating off of the cloth.

I would say slightly less "stiff" than a brushed denim, that is, soft without being stretchy.
