Agree on the sleeve/ cuff length mismatch, no news there.
I think the kilt, jacket and waistcoat would work OK together, but the tie is not working.
Considering you don't have any tartan in the kilt with which to clash, I would be inclined to go all out with a bright paisley tie and even a colored shirt, and then hose and garters in complementary/ contrasty colors.

A Few Improvements
Based on the comments I received here on this thread, I have updated some things. First and foremost, I sent the jacket to be altered. I had the sleeves lengthened as far as they would go and I'm pretty happy with how they turned out. The Braemar cuffs are now a bit too high, but I think it only sticks out if you are looking really hard. In the time since the OP I have received a USA Kilts Semi Traditional P/V kilt in Oakleigh tartan. I think the blue hose and yellow garter ties work really well with this kilt. I picked up a pretty well fitting traversal shirt and a red/black striped silk tie at second hand shoppes. I really screwed up the tie for this photo but I was in such a rush to get one before I left for a concert with my SO. It is what it is. I should really get another photo soon with the tie done correctly and with my new Thorfinn Custom Sporran.

I like this look better than the other picture. The colors of the tartan, tie, shirt, hose and garters give the black jacket something to "subdue". My one suggestion would be for yellow or RED hose, or at least red garters.
My in-laws live in Gainesville, and your yard looks a lot like theirs. They have great big monstous live oaks which shed leaves and acorns at the rate of 50 bushels per minute, or so it seems.

I do have red garter ties and I bet they would work great. Yeah, I don't even bother trying to maintain the garden any more. If I did, I would be raking leaves for hours every day. I'm going with the 'natural look' now

The jacket alteration is a definite improvement in the sleeve department and I like the tattersall and tie.
Now, if I can make just one more suggestion? Personally, I like to show just a bit of shirt sleeve past the cuff of my jacket, say about 1/4 to 1/2". It's a detail that ties into the collar of the shirt and breaks up the mass of a jacket. Maybe your shirt's sleeves are a bit short, or you buttoned them tightly, or you just need to "shoot" them out past the jacket cuff....

Very helpful suggestion that I will take into account in the future. The one pictured is just a neat sport shirt that I picked up second hand. I'm pretty tall so the sleeves of most sport shirts that actually fit me are too short. I am currently in the market for a selection of properly fitted dress shirts.

Lands End offers a good selection of shirts with the ability to specify both collar size and sleeve length. Their mail order service is excellent (stuff usually arrives within three days) as is their "no questions asked" return policy. Quality is also very good, and I have shirts that are more than five years old that are still wearable.

I like the yellow garters, but red would look nice too. A suggestion for shirts - JC Penny. I am both big and tall but I can still find reasonably priced shirts from JC Penny on-line. I wear an 18 inch neck and a 37 inch sleeve and they still have plenty to choose from. And if you want just a little fancier, they have french cuff shirts in those sizes too.
