If it's true, I would suppose that it's an officer from 14th, Birnam, Corps of Perthshire Rifle Volunteers (1860-1870s).
They wore dark grey doublets with scarlet facings, RS kilts, black belts and plain glengarries.
In 1887 they became the 4th Volunteer Battalion, the Black Watch.
