I'm sure you probably looked into this, but - does the DOC already have a Class I/dress uniform available, and does it include an Ike jacket?
The pictures I have of U.S. Border Patrol and U.S. Customs pipers have all of them wearing our standard Class I uniform, with the obvious exceptions (kilt, hose, sporran, glengarry instead of drill hat). The Ike is identical, although some have an "Honor Guard" patch above the standard shoulder patch.
The same applies for the local NY and PA police, sheriffs', and troopers' pipers that I've seen. They have all appeared to be wearing the standard jacket.
If that doesn't help, perhaps you could contact a police pipe band that wears the color jacket you need. Maybe they will tell you who their supplier is, or (best case scenario) they may have one your size lying around.

I only skimmed through them, but Albany and Cuyahoga look promising; and Camden County, Chicago, and Westchester (among others) wear black doublets.
