I happened upon something called a "waist jacket" at a formalwear joint and they let me buy it from them...pretty much fills the bill but they were current some years ago and you might not have the best luck finding one.
Why not do a search of the forum for all of the threads dealing with adapting the Uniformalwarehouse Eton Jacket into a kilt formal friendly accessory? AlanH did a lot of coverage of his work adapting one...and they're relatively cheap...lke, $39.00 last time I looked.
If you want to get totally outrageous, I note that they did have some colors available and the Deluxe Love Boat Captain Steubing Gold Braid Nautical model...ahoy, maties! All you'll need is Julie, Doc and Issac the bartender.

...as I look at that page again, I am really tempted to get that red one and do my impersonation of Ted Knight from Caddyshack. How about a Fresca?

ps: Don't know if anybody has done anything with those mandarin collar jobbies further down the page...get a jabot going and you might be able to forge one of the formal doublets.
