I Have made 4 kilt now. the 1st one did not turn out all that well- I use it for fishing, chores, and the like. but the rest turned out really nice. I suggest making a practice kilt out of cheap wool material before making a posible mistake with expensive tartan...
Welcome from Des Moines, (yes you will know there's one in Washington too). I would agree that a test run is a very good idea. I made mine out of plain fabric but with the pleat depth I calculated for the tartan fabric lurking in the wings. I also heartily recommend the book "The Art of Kiltmaking." I found its instructions very clear. Best wishes.

Thanks so much for the advice, I am reading that book right now. I've found an inexpensive flannel tartan material with twill lines, so I'm thinking it will be the closest facsimile.
Thanks all for such a warm welcome and many wishes of luck. The more I read up, the more I realize how tough a quality Kilt is to make and the far superiority a real Kilt is to the wraps I've been wearing.

If wearing a kilt is addictive, then making them is even more so -- and the best (and least expensive) way of having several. Welcome to the rabble!
