What are the below-knee-length trousers used with Country Socks called and what is the etiquette and frequency of their wearing?

They are called breeks, and where I hail from they're worn shooting, although I do see a lot of ramblers wearing them as they tramp about the hills.

I used to buy mine from William Powell (www.william-powell.co.uk), along with my shooting socks.
