And, FYIW, I paid about that much in shipping charges on the last box I received from House of Cheviot, which contained 30 pair of hose, and it was shipped 2nd Day delivery. Sorry, Santa!

These do appear to be House of Cheviot. Below is from the specifications on their page:

Regardless the shipping on these is way too much for me to ever order from this source.

Well, I was wrong! However, these do appear to be exclusives, which is why you won't see them in the normal House of Cheviot offerings.
But if anyone is seriously interested in having my wife do a pair with custom knit Fair Isle cuffs, just email or PM me. Fair Isle is her favorite type of knitting, so she'd love to do it.
