If you are talking about the kilt, I have no doubt at all that you are quite correct. Particularly as many Scots do not ever wear the kilt. Although I suspect that many will subconsciously have picked up the basics nonetheless.
If you are talking about other countries attire, conventions, traditions etc., then the Scots are as much in the dark as any other nation.

I was, indeed, speaking of the kilt, Jock... though as you pointed out, taken the other way, it would probably be just as true.
