That's always been my understanding, too, is that very few were actually made, none were thereafter "required", but they exist in a historical setting, so to speak, and can still be used and considered a valid uniform.
Honestly, I would like to have the mess jacket and have it cut shorter and wear it with a kilt, personally. But that's just me. :-)
