Does anyone have any good persuasive reasons/advice on how i can get my fiancee's brother, whom is a groomsman, to wear a kilt in the wedding?

Just explain that it's very important to you and his sister that he wear a kilt to the wedding and that it's only for a few hours anyway.
If that doesn't work (and he's single) explain how it will interest the ladies more than a boring tux or suit.

I've been to almost 300 weddings so when it comes to getting an uncooperative dude into clothes he doesn't want to wear, I've seen all sorts of tactics. Usually a firm yet honest and sincere explanation about why it's important, and would he please just nut up and wear the damn thing, yields the best results. If he's single then maybe all that needs to be done is getting him to understand that his odds of making a new friend will be VASTLY increased if he wears a kilt.

We in the US wish that were the exchange rate. Try reversing it. 15 Pounds is more like 25 US Dollars.

I my memory serves correctly, I can remember 4 US Dollars to the Pound!

Its not that high is it? 4 pounds is 6.38 dollars its i found for myself a good rough estimate i go with double the price in pounds minus a few for a rough estimate when looking at kilts and stuff (ex. 222 pounds i go with 350-400 dollars, which is in the ballpark).

£1 = $1.60563 and $1 = £0.622808 so £15 = $24.0845.
Conversions are much easier in the interweb age!!
