Here are some photos to illustrate your point. First photo shows the kilt without a belt, and you can see where the top strap lies. Second photo shows the belt covering it, with the lower hip strap exposed. It incidentally also shows the belt being worn outside the loops in the back, with the sporran inside the loops (as is most commonly referred to as 'correct' if one's kilt is equipped with these loops).

And of course the belt also covers the kilt buckle on the left side of the kilt too, if it has one. (You can barely see it in the first photo on my left side.)
