    Bill,

    You're overthinking this. Just buy enough 11 out tartan fabric in the tartan of your choice and cut to the correct size. Hem the edges, install grommets, and put it on the flagpole.

    If it wears out in the year, make a new one.

    You're close to where I am, David. Even stronger since I use toggle & loop and can sew in the cord. Scotchguard might help this too.

    That's why I mentioned wool up above.

    Or if you are feeling really adventurist Bill, go to your local fabric store and get some bias tape or even fringe in a nice color. Sew the bias tape or fringe all the way around three sides and the reinforcement tape on the pole side.
