Liam, once you have the picture selected you have to click "Upload". At least I think that's the click/step you're missing.
It looks like this on a PC.

Addendum to my earlier post (#48). If you go the route if a domain/hosting I can not recommend GoDaddy. The sites I've had hosted there in the past were constantly hacked.

Barb, I've messed with it several times while posting and editing my post, and I cannot find this feature you describe. When I click on my photo, it just opens it up in another viewing window. Double-clicking it doesn't seem to do anything. I cannot find any option to select the size I want the photo to appear.
Is this a feature that's only available in certain operating systems or browsers?
I always resize my photos in an external program (I use Photoscape), which is fine. But being able to tweak the display size after I've uploaded it would be nice.

When I upload a picture, it is small in the authoring window. I double-click on it, and up pops the following window, where I can select the size. Do you have pop-ups blocked?? Oh - I'm using Chrome on a Mac, if that matters.

Well I'll be darned. I don't know why it didn't work before, but it does now. I tried it in both Chrome and Firefox (on a PC), and it works.
Interestingly, though, it only works when you first upload the photo. Once you preview your post, or if you go try to edit a post later, the double-click feature no longer works on photos.

Launch the Photos application on your Windows 8 computer from the Start screen. Select the photo group that contains the picture you want to edit, and then select the picture you want to edit. Right-click on the picture and select "Rotate." The picture will rotate 90 degrees clockwise.
