To me, it depends on why you're looking for a casual kilt. If it's for the ease of being kilted while also not having to worry about going full-kilt-on, then I don't see velcro on the USA Kilt as a con.
I absolutely love my USAK casual and will buy more when I've hit my weight goal. I prefer not having the leather straps with the casual look. I also never had a problem with it staying up without a belt. The ScotWeb kilt is also PV, so you're paying quite a bit more just for some straps and buckles.
I, too, am not a fan of the wool blends or woolen wools.
