No, he's wearing Dress Stewart, one of only two of only two occasions I know of him wearing it. I suspect that it was a gift as no other Royal has worn it as an adult as far as I know. He no longer wears it.

One other question: this one about the kilt hose: both Charles and his dad have a band at the top of ONE sock (I think the right leg, once the photo is reversed). What is that, and why only on one leg?

I think that denotes another order of chivalry, the Order of the Garter. I am happy to stand corrected if anyone comes up with a better idea.
