I am talking about Scotland here. Flat caps have been worn by some with the kilt for probably a couple of centuries. Generally, many have thought there were better options such as the deer stalker type. The balmoral seems to be a popular choice these days and I think, always has been. Although I think, bareheaded would still be most people's option in Scotland, even when its wet!
