    It has me stumped too.

It has the simple look of many modern tartans (the purple line especially leads me that way) but there are hundreds on hundreds of those, fashion tartans and "Irish" tartans etc, too many for me to keep up with.

The first thing I was going to check was the USA Kilts tartan pages, for me the quickest way to visually search (by look instead of by name) through a vast number of tartans at a glance, but I'm getting "service temporarily down".

What's the colour of the thin stripe between the green and dark grey. Black or Navy blue?

The dark stripe looks like a very dark navy blue to me.

I've looked through both the USA Kilts and the St Kilda tartan finders to no avail. I have also googled images for Irish and Welsh tartans, with the same results. My best guess at this point would be that this is a fashion tartan.

Just the very simplicity of the pattern leads me to think it's a fashion tartan. If there is a tag identifying the kilt maker maybe you can send the pic to them for identification.

Agreed on both counts. I'm pretty sure that this is a recent fashion tartan.
