Oh back when my leather and suede skirts would have just about made a decent handbag I would probably have worn something similar in tartan but the more recent fashion for short pleated skirts seemed to alter the perception in some quite subtle way - for a while I stopped wearing my standard length kilts and chose those 27 inches or even longer for everyday.

One of the dance sides where there were both men and women wearing kilts - the women wearing tights or leggings with short kilts altered their dress code so everyone wore knee length and another changed the jackets to be more covering.

English morris dance is an odd subset of kilt wearing but I think it has some influence on kilt wearing in general here. There is probably less formal wear, but kilts worn casually are not unusual particularly in the warmer months.
