Cheap and good quality are mutually exclusive features of (not just) kilts. High expense does not guarantee a good kilt but cheap, save perhaps some vintage item from a jumble sale (with luck), means cheap. Alone the price of "good" materials, excluding labour, makes cheap impossible.
That does not say that one can't get a fun kilt for little money. The marketplace in Sialkot (Pakistan) is filled with not just footballs but kilts. Not good but fun and quite cheap ( 8 yard woolen kilts are around $25 USD in low volume).
