Flashes with Rosettes?

Just have to wonder, would anybody wear these and for what occasion?

I wear them every time I have placed second at the county fair.

Seriously, it might be fun to wear them if one was in a dressy, over the top mood. But for me I think the thrill would soon pale after wearing them once or twice.
