Yup, real eagle feathers are legal for Native Americans to own and posess, always was an exception to the law.
They are, as far as I know, STILL illegal in the posession of anyone without a Certificate of Indian Blood. And the penalties are/were severe.
Kind of like peyote/mescaline. Illegal for anyone one to posess without a Native American Church membership card, and then only in sacramental quantities.
