I picked up a pair several weeks ago to wear to an event (with the kilt, of course) and they looked good and felt very comfortable. Warning that you might have to get one half size larger as they seem to run small. They have a very nice rounded and not too pointy toe...if that makes any sense...and look more ghilley-like than anything I've seen. Plus...they're currently cheap on sale!

I went to a wedding reception last night after work, and unfortunately found that I had left my good shoes at home. They weren't dress shoes, though, so I figured that it'd be a good opportunity to get some. I went for the Rockport(c) wingtips. They look like brogues, but are practical and comfortable. And I got them on sale! What Scotsman could argue with that?

Unless you plan on attending a lot of formal affairs I would suggest going with the belt and the dress buckle.
My reasoning?
Simple, a Mess jacket is never going to make a perfect Prince Charlie. But it can be a very nice formal kilt jacket. I think that a white tux shirt, bow tie, fancy belt, white hose, nice dress shoes, and a semi dress sporran, and a black mess jacket (perhaps with silver celtic buttons) creates a formal kilted look that isn't trying to be something it is not. Also you can use the belt for dressy occasions where the waistcoat would probably be too much.
The same goes for the sporran, a semi-dress one in leather with cantle or part fur is going to be more versatile than a formal all fur one.

The weathered tartans are very handsome, but in my opinion lend thems to brown leather accessories and daywear.

I would have to agree with Panache, however if it is the only suitable kilt you have than I say go for it you will look smashing. I am sure that Hamish has pictures of himself in a Montrose Doublet with his Gunn Weathered kilt, take a look at his photo gallery.

Speaking from experience, take your time! Your event is far enough away that you have many options, that need not cost an arm and a leg!
Another option, would be to purchase a used tuxedo tails coat, and have it made into a PC. There are many sites that sell ex-rental wear for very little money! Several members have done this with good results.
If the formal jacket will only be used a very few times, why spend a bunch of money?
