No, a caubeen and a beret are two different creatures.
The modern military beret comes from two inspirations: the Scottish bonnet and the beret of the French Chasseur Apline Regiments of the First World War. And I'm sure the basques will get a nod as well.

legend has it the "shapeless Irish peasants hat" is actually scottish.
