Beautiful buckle, wish I owned one, but it's not WWII era: The eagle is the old pre-WWII "Reichsadler" that was used on the Deutschmark currency. The motto means "Unity, Right, and Freedom," the motto of today's German Republic, and it is also the first line of the German national anthem (it's not Deutschland, Deutschland uber Alles....)
This is the WWII Nazi Eagle, which is quite different:
