"Welsh tartan" isn't very easy to come by. It's exclusively produced by the Welsh Tartan Centre. The only other thought I have is possibly contacting Marton Mills. They have a line of polyviscose material, which is considerably less costly than worsted wool. However, they only offer one Welsh tartan: St. David's National (as seen in the above photo.) If you're ok with that tartan, then MM may be worth looking into.

All the Welsh tartans used by the Wales Tartan Centre are woven at the Cambrian Woollen Mill in Llanwrtyd Wells. Their site is http://www.cambrian-mill.co.uk/ and there is a contact button you could try to see if they could quote you and supply you direct.
