It's often been said here that it looks good to match the hose with the color of the shirt. However, as has been said, if you wear a jacket much of the shirt is covered. I like to match my hose with my jacket. Both should be toned to coordinate with the kilt.
I find the having the hose matching the dominant color on the torso sort of frames the kilt.
And of course, this is not a "rule". It is one way to present a coordinated and balanced appearance.
