Also interesting to note HRH is wearing hose nearly identical to the STM's Royal Cuff kilt hose Ted was asking about earlier. Obviously this is daywear in the photo but I would think the check topped hose would be usable for evening wear in the right color combination.

I'm not so sure...checked-topped hose are traditionally associated with country/shooting attire, as HRH the Duke of Rothesay is wearing in the photo.

I second Todd. I don't think I'd advocate wearing that style of hose for any level of dress more formal than what HRH is shown wearing in the above photo.

I certainly bow to greater experience here, having been to only one formal occasion kilted, and wearing the cheap cream hose, no less. Now, due to good fortune, I have a pair of tartan hose, should I have another formal occasion to attend.
Speaking of which, can I wear them for other than black/white tie formal occasions?

I'd say sure, the photo below was taken at the Scot of the Year Awards in Toronto last year, the gent in the Argyll hose is Clan Chief for Clan Fraser

Here I am in my Maple Leaf tartan hose with a Smart Day wear outfit.

That gentleman is W. Neil Fraser, who isn't the Chief of the Frasers, but rather the Chairman of the Clan Fraser Society of Canada.
