This could be interesting. Yes, the kilt was mostly a highland garment, but as Jock stated it has moved into the lowland wardrobe. Who was most responsible for the kilt moving to the lowlands? Was it Queen Victoria, Sir Walter Scott, or was it highlanders who had moved to the lowlands due to the clearances?
