The cheapest option is to exercise and develop a bit more calf muscle-- you'd be surprised at how much even half-an-inch will add to the visual bulk of your legs.
As a former "bean pole" I tried everything known to mankind to bulk up, not only my "chicken legs" but the rest of me too. (see Charles Atlas). Nothing really worked.

Now, 60+ years later, I still have "chicken legs" am a "buttless wonder" and just wish there were some way of moving the excess fat around my waist to the rear, where I could use the extra padding.

The custom hose with the extra thickness in the back would be your best and least painful way to accomplish it.
