Most recently I changed from jeans to my UK at the California/Nevada border. Literally. Pulled off to the side of the highway and changed on the passenger side of the car in the 100+ degree heat. I was much more comfortable for the rest of the trip that day.
I'm not aware of any dress codes on the highways of either of those states.
