Both my parents are pipers and they both wear the same uniform when piping. I've actually not seen female pipers dress differently in all my years around pipe bands. I think it would strike me quite odd.
Not to be argumentative, but they aren't dressed the same at all. PC vs. doublet, different tartans, bow tie vs. jabot, hatted vs. not hatted, fur sporran vs. leather sporran, etc. 
They look really good--and I mean really good!--but the photo doesn't support your statement that they always dressed the same when piping. And it doesn't strike me as odd.
