I posted previously about my USAF (Reserve) kilt. You can see a picture of it at the link. I chose the Argyle jacket over the mess dress so as not to conflict with AF requirements. The whole outfit (less medals) came from Scotweb.

Navy here. What I've always seen done was one of two things. Either full dress blues (blues, ribbons, medals, cutlass, the whole ball o' wax) or a tuxedo with miniature medals on the jacket.

Being in the air force, regs do not allow kilts with the uniform, however they dont strictly enforce it... there has been times where they have allowed airmen to wear kilts with their blues.. however, being retired, there is nothing one can say to that person about taking a blues coat and having it altered into a PC... Frankly i support that thought, and even wish that the military would allow someone to do that for such occasions based off of heritage and belief... as some have said, " i dont trust the no one will say something card" it to me is BS... its not like someone from the military can do anything to a retired vet for wearing their uniform in the way that they want to wear it as long as they are not wearing it in an offensive manner. he has gained that right and as i said, no one can say anything or do anything about it... tell him to hook it up... I would also like to see some pics! hope my guidance helps you out!

I remember many years ago after I joined the Army that one of our SSgs showed up to a Class A inspection in a kilt... the rest of the uniform was the same... except that he had a kilt and a semi-formal sporran.... I asked around but no one could tell me if he was okay by AR 670-1 or not........ sorry if this hit too late or is no help...... I am wondering the same thing...

If you wanted to follow the way that Mess Dress is worn in the Scottish Highland Regiments, you would wear, with your Mess Dress jacket, your kilt, a horsehair sporran, diced full hose, and "Mary Jane" style buckled brogues.
This is the Highland Mess Dress that looks "right" to me, being used to seeing it worn by Officers and NCOs of Highland regiments.

Reminds me of the story about the Medal of Honor recipient showing up at a uniform inspection in his birthday suit, wearing only his Medal of Honor in protest to getting chewed out by his chain of command for not wearing all of his decorations, etc.
To answer your question...definitely not in AR670-1...I've read it cover to cover and frequently reference it. I will say, however, that when I was a young LT in a Special Forces Battalion (you know...those Green Beret guys), we did have a Captain that was a piper and I witnessed him wear his USMA kilt with his Class A jacket (with the corners pinned up at a 45degree angle in the front) while piping at a military memorial service and another time with his dress blues jacket (not mess jacket...the regular one...pinned in the same manner) for an Officer's Mess. Incidentally...the "regimental" question came up and he was required to prove to the president of the mess that he was properly attired...but I digress!

A Matter of Respect
I think it all boils down to how much one respects military regulations, the time they spent in the military, and those still serving in the military.
While I was in the military I respected and followed AR670-1. I've been out of the military for better than twenty years, but I still respect and follow those regs. Out of respect for those still in the military, I would do nothing that might cause the uniform they currently wear to be brought into disrepute by myself or others.
Others, I have noticed, don't seem to have the same level of quiet respect, which I find rather sad.
