Kilt advice

First, I have not heard of them. With that said, many here have said that Stillwater (one of the X's sponsors) is a good value for the money. Given the exchange rate, you may want to look at them "first". And as a follow up, check out USA Kilts (another site sponsor).

Both site have reasonable prices for PV kilts.

Slight correction: Stillwater uses acrylic fabric (or wool). Their kilts would be similar to the ones in the advert, that is, stock sizes with a "standard" waist-to-hip proportion.

If your hip measurement is 4-6 inches greater than the waist, this may work for you. If not, definitely consider the USA casual, which is made to measure from Marton Mills PV.

I am not sure whether the kilt in question is "real" PV or the PV/acetate blend that is commonly called PV by some vendors. I see 4 tartans I don't recall from the Marton Mills list, so I suspect the latter.
