The wool of a tartan kilt is very highly refined and far less likely to initiate a sensitivity response that would be the much looser weave and somewhat lower quality (refinement wise) wool of standard wool kilt hose. Although very sensitive to all my loose wool sweaters, my wife has no problems with the woolen material of the tartans, because of the higher quality and tigher weave, presumably.
Also besides wearing something under your kilt (I prefer dark and preferably matching color boxer briefs due to a somewhat longer thigh coverage) you can also get sock liners like those used by campers and hikers to wear beneath any wool hose to see if that improves your wearability factor at all. I wear them all the time, to help my feet breath.
