Very well could be. I recall that they were referred to in the original caption as "the famous Cork Pipe Band".
Jim Driscoll (1880-1925) was also known as "Peerless Jim", a former featherweight boxer (his career spanned the years 1901 to 1919). He was very involved with the Irish community in the Newtown area of Cardiff.
