The jacket looks like a very candidate for a kilt jacket conversion. It is very similar to one I had done. Take a look at these before and after pictures. :

The second pic looks fabulous...that will certainly be a fine looking kilt jacket!

the shorter jacket makes all the difference! Much more appropriate at that length. You might even be able to add cuffs with the offcut material.

I think that jacket would look great cut off like you doctored the photo to. Cuffs like Cloves suggested are a maybe in my mind. The Epaulets... I would say no. I think with that particular jacket you should leave the shoulder plain. Just my opinion, of course.

I think the doctored photo looks great.
it shouldn't cost much for an alterations tailor to fix it up for you, but maybe since it was only a fiver you might have a go yourself.
I'm told it's fairly easy.
