    The tartan looks to be the Semphill tartan. Could that possibly be Lord Jamie Semphill? I've only met him once a few years ago, so I'm not positive on the ID. I do like his jacket, though!

    It might be mentioned, since we know the identity of the chief in the photo, that The Gathering 2009 is the brainchild of Lord Semphill.

    I looked him up on google images, he has a very nice style of dress.. One picture showed him with a black military style jacket with a red waistcoat.. Very nice... I am on an IPhone so I couldn't post the picture, but it was at the dressedtokilt.com site.
