I also found there is some military significance to the traditional use of rosettes with kilts...rank or something. I'm sure our board experts can fill us all in.

At some recent Games I attened, there was a pipe band which uses the rosette in place of a kilt pin. Theirs is a memorial to the founder of the band, black with his name in gold lettering. It seemed to me more an extension of mourning practices of the 19th century, though, than military.

In that particular instance I would agree, but in general, the rosette is generally found as part of a military uniform -- again, please see the following link:

I've always known rosettes as being something of an award or medal. You can see here how it is part of the uniform for the Royal Regiment of Scotland

I was thinking that it might end some of the confusion about whats under the kilt. If you worn a blue rosette and ribbon as least the quality of whats under the kilt would be evidenced.

I would just reinforce this, they are worn by Officers and SNCOS in SCOTS.
From a practicallity point of view they are a pain to clean once stained and, at least with the ones I have experience of are only a decoration not used to tie the front and back of the kilt apron together

Quite right -- I suppose it would be up to the individual as to whether they would choose to wear them, given their association with military dress, much as a civilian might choose to wear a regimental tie that they had no association with -- while there's nothing in Queen's Regulations to prohibit it, to a former member of said regiment, it would certainly be bad form and might result in a verbal (or even other) thrashing.
To support your post, the pipe band that my clan society supports wears rosettes as kilt pins, and they are a civilian pipe band.
