    Great kilts, though the easiest option, is quite a bit more pricey in initial cost.
    The cost of "tartan" material at my local JoAnn fabrics is around $7/yard.
    Using 4 yards per kilt multiplied by 9 kilts = 36 yards of material times $7/yard = $252
    If you want to take the time to sew 9 philabeg kilts, you can cut that cost in half.
    Hopefully your local fabric store has some decent spring clearance material for a good price. You may even try Walmart (though, I hate to refer anyone there). They usually have material that is inexpensive.
