I'd go along with Big Mikey on this one - my Freedom Kilt cargo weight is perfect for winter wear here in Scotland and Steve can fit optional extra cargo pockets.

How about a full-width apron variant on an X-Kilt.....

I have been in the Smoky Mountains on pretty brisk days in January, and my UK Workman's held up quite nicely. The fabric was also thick enough to keep it down in the wind (Clingman's Dome gets some pretty good gusts). But, it hasn't snowed in TN in a couple of years (dangit!), so I haven't had a chance to test kilting in snow yet.
